What is the Wastewater Treatment Directive?

The EU Wastewater Treatment Directive (WWTD) was established in 1991 to protect the environment, public health, and promote sustainable water management.

It set mandatory standards for the collection, treatment, and discharge of urban wastewater and biodegradable industrial wastewater, providing a legal framework that covers:

• Domestic wastewater
• Urban runoff
• Certain non-domestic wastewater sources, including offices, schools, and food preparation facilities

Recent changes to the Wastewater Treatment Directive

The WWTD was revised in 2025 to address issues such as emerging pollutants, climate resilience, and energy efficiency. This included:

• Expanding coverage so that smaller urban communities must implement proper wastewater collection and treatment systems.
• Expanding the requirements for tertiary treatment for nitrogen and phosphorus, with quaternary treatment for micropollutants (such pharmaceuticals, pesticides, microplastics) required by 2046, with targets for micropollutants removal.
• Introducing Extended Producer Responsibility (EPR), requiring producers of medicinal and cosmetic products medicinal products to cover at least 80% of the costs of quaternary treatment.
• Monitoring emerging pollutants, including viruses, antimicrobial resistance, PFAS, and microplastics
• Encouraging treated wastewater reuse, phosphorus recovery, and resource efficiency
• Introducing an energy neutrality target
